BOARD OF SELECTMEN
SPECIAL MEETING APR. 9, 2007
TOWN OFFICE BUILDING 6:30 P.M.
First Selectman Eldredge called the meeting to order at 7:15 P.M. with the following in attendance: Selectmen Patton and Lewis and L. Nicholls.
The Board signed bills. Selectman Patton asked how is the compactor coming along. First Selectman Eldredge commented he gave me a price of $250 to rent and $6,900 for a container with a pitched roof and everything. Lynn commented Stuart Cobb called to tell her FEMA has ¼ million dollars left over from the Oct. floor. She talked with Karl about this; they will apply to FEMA and if they get money use it for a culvert on Turnpike Road Extension since that was affected by the flood. The paperwork must be in by May 7th. Donna Latincsics asked for calculations on snow plowing for the Board of Finance so Lynn gave it to her. We may have $18,103 left and they want to know what our plans are for that money. Lynn commented she told Donna it will go to a Tinkerville
Road cross culvert. Lynn had a bill for labor and replacement of mailboxes, this will be sent to the insurance company. Lynn commented Mike you asked for receipts from the Transfer Station, we gave you the receipts but some are missing. Discussion on the missing slips followed. Selectman Patton asked what is the chain of custody? Lynn commented it is slid under my door and I get it on Monday, Val matches the money and the receipts and I bring it to the Finance Dept. First Selectman Eldredge suggested leaving all pink receipts in the book. Selectman Patton suggested getting a book with 4 or 5 copies; the resident gets one copy, 2 copies go to Public Works where they keep one and give the other to the Finance Dept. and the pink stays in the book. He likes the idea of keeping the final copy in the book. First Selectman Eldredge commented we have 23 receipts not accounted for. Further discussion on this followed. It was
decided that the book with the final receipts, not torn out, would be kept at the Transfer Station. Selectman Patton commented we all know we should not be missing any slips; maybe they fell behind a desk; if we do not have them there is some problems. First Selectman Eldredge commented the pink copies should all be in sequence. Lynn commented you had a question about one of the crews 3.5 hours off on his time card. First Selectman Eldredge commented I did not get a slip requesting the time off. Lynn commented this was a request for personal leave that morning and I approved it. The week before, a different crewmember punched out for personal and you never questioned it. First Selectman Eldredge commented because it was an emergency. If it is an emergency I have no problem with it, we went through this with a memo that if you are going to take time off you need the memo turned in ahead of time. Lynn commented it was also agreed
that if it was only a couple of hours I could okay it, it says it right in the book. First Selectman Eldredge asked did you know about it? Lynn replied it was an emergency, he asked me that morning if it was quiet that afternoon he could go to the registry, he got a phone call the night before and needed to get paperwork to them. Lynn commented I told him not to punch out sick because if you are seen in Willimantic you will get in trouble. First Selectman Eldredge commented that would be correct, you wouldn’t punch out sick if you weren’t sick. Lynn commented other people have punched out sick to take care of personal stuff but if he punched out sick you or someone else would see him. Selectman Lewis asked Lynn did you know about the other emergency? Lynn replied yes. First Selectman Eldredge commented that is not what the memo approved. Lynn commented it was also agreed that if it was only for a couple of hours I
could approve it. First Selectman Eldredge commented I don’t think that is what is in the memo. We will look at the memo again. Lynn commented the DEP inspector was at the Transfer Station, there are a few issues, Karl must revise the prints, we must get rid of the PCB containers, they saw computers and electronics in the dumpster and said we should not accept them, the empty oil containers in the barrel should be in the trash, the waste oil tank and anti-freeze should be 3 sided, the refrigerators should have a concrete pad; no major issues. Lynn also reported today we met with OSHA at the garage; Mike met with them regarding the boom.

There was nothing major at the garage, some electric outlets loose and the railing in the mezzanine is to short, we must set up some training programs, nothing major. They will look at the gas pumps to see if we should have more bumpers there, we need signs on the pumps that say gas and diesel. At the Transfer Station there was a plug wrong and an extension cord that shouldn’t be there. Lynn commented we will start sweeping, we did some potholes and grading today.
PUBLIC HEARING – TOWN MEETING
Selectman Patton commented I thought we were waiting to put the chemical shed and the railings on the call of the Town Meeting, why not ask the Board of Finance to do everything at one time. Discussion followed on this. The most the chemical shed will cost is $14,000 and if we can do it for less we will. Lynn will get prices for the railings for the Transfer Station. First Selectman Eldredge will go to the 4/12/07 Board of Finance meeting regarding these. First Selectman Eldredge asked Lynn did you talk to Susan Yorgensen about the Inland/Wetlands meeting? Lynn commented Karl and I are getting ready for it; we will try to get a list of the catch basins that are used more than others. Selectman Patton commented we made fun of the State using so little sand but they do not have the
sweeping we do. We could look at that and just do a little sand, it is something to look into, and it could help all around. Selectman Lewis commented our roads were better than 320 and 74. First Selectman Eldredge commented we must look at our roads compared to theirs. Selectman Patton commented I would be interested to see what DOT found for accident patterns.
SELECTMAN PATTON MOVED TO ADJOURN THE MEETING AT 7:55 P.M.
Selectman Lewis seconded the motion.
